Ibok-Ete Ibas, Rivers State’s sole administrator, has pushed the contractor in charge of the State Assembly Complex
project to expedite work and complete it in accordance with the terms of the contract.
The charge was given by the administrator during his Saturday inspection of the new Assembly Complex’s ongoing
reconstruction along Moscow Road in the Port Harcourt Local Government Area.
“Restoring full and effective legislative activities in the state was part of my mandate,” the retired naval chief said.
The project, which was awarded to Monier Construction Company (MCC) Limited, has made impressive progress. It
consists of approximately 34 fully furnished offices in a two-storey structure with a conference room, elevator, gallery, and meeting rooms.
The sole administrator clarified he is keen to make sure that there is a place for effective legislative activity because,
in the two days since he took over, he had observed a missing pillar in the state governance framework.
He said, “I had been at the executive arm of the state governance structure, and one of the pillars that is missing for
now is the legislature, and for them to function effectively, they also need a place to work from.

“And perhaps I am yet to be sure that work is going on as expected. So that by the end of the six months, this place
will be ready for those who need to use it.
“They (the contractor) have a schedule, and they have timelines that I believe they will like to adhere to.”
He said from the briefing he got, the state has done its bit by providing the necessary funds, noting that “the onus is
on them (the contractor) to make sure that they keep to the terms”.
The former vice admiral stressed that his primary purpose for being selected was to uphold law and order, which will
allow the state to return to its proper state.
George Nwaeke, the Head of Service of the State, joined him, and Omaka Oko, the General Manager of MCC, led him around the property.
