NCC Simplifies Process for Linking NIN to SIM Cards

The Nigerian Communications Commission (NCC) has introduced new regulations aimed at streamlining the process of linking SIM cards with National Identity Numbers (NINs). These changes are intended to address current issues with SIM registration and NIN linkage, making the process smoother and more efficient for users.

The updated guidelines, part of the “Business Rules issued pursuant to the Registration of Communications Subscribers Regulation,” are designed to enhance the registration process and fix existing problems. One key update is the requirement to clear all records of recycled SIM cards from any previously linked NINs. This allows new users to register these SIM cards with their NINs without complications.

The new rules cover several important areas, including the harmonization of the NIN-SIM registration database, and new procedures for activating and registering SIM cards. Additionally, there is now an option to appoint a Secondary or Operations Telecom Master, who will need a detailed authorization letter from senior company officials. These letters must include the names, job titles, and NINs of the Telecom Masters.

For Machine-to-Machine (M2M) SIM registrations, only the NIN of the Primary Telecom Master is needed. The authorization process requires thorough verification, including the submission of a CSV file that lists all SIMs and their associated NINs, along with documents like the Certificate of Incorporation and the Tax Clearance Certificate of the company.

Foreign nationals residing in Nigeria for more than two years must obtain a NIN for both SIM registration and Mobile Number Portability (MNP). Those who have been in Nigeria for less than two years are exempt from this requirement but must provide their international passport biodata and visa pages when registering SIM cards.

Diplomatic missions have specific requirements, including presenting diplomatic passports and a Letter of Request from the Head of Mission.
The new regulations also introduce a self-service option to address biometric mismatches.

This service must be conducted directly by the Communications Service Provider and cannot be handled by agents or third parties. The self-service process must be carried out in a well-lit area, using a plain background for image capture, and managed by licensed agents at designated SIM card registration centers.

Overall, these updates aim to simplify and enhance the SIM registration and NIN linkage process, improving compliance and efficiency within Nigeria’s telecommunications sector.
