Nigerian Government Aims for World-class Community-based Police Force, says Minister

The Minister of State for Police Affairs, Hajia Imaan Sulaiman-Ibrahim, has outlined the Federal Government’s ambitious plan to establish a world-class police force that emphasizes inclusivity, intelligence, technology, and strong community ties. This initiative is part of a broader strategy to ensure that the Nigeria Police Force effectively fulfills its constitutional duties.

In her address at the “Renewed Hope Police Agenda: Citizens Town Hall Engagement on Strengthening Community Policing in Nigeria,” held at the International Conference Centre in Umuahia, Abia State, Hajia Sulaiman-Ibrahim stressed the administration’s commitment to significant police reforms. She emphasized that these reforms will be underpinned by a comprehensive implementation plan and innovative resource mobilization to tackle issues that have previously hampered reform efforts.

The Minister highlighted the need for a reform approach that acknowledges the local nature of security challenges. “Security is local, and we must understand and embrace the unique dynamics of each community to effectively enhance safety. Today’s town hall is a testament to the shift in our approach to policing,” she stated. She emphasized that town hall meetings are crucial for fostering grassroots understanding and promoting solutions tailored to local security issues.

Referencing Section 14(2)(b) of Nigeria’s 1999 Constitution, which prioritizes the security and welfare of the people, she underscored the constitutional mandate for effective policing and community engagement.

Focusing on Abia State, Hajia Sulaiman-Ibrahim discussed the state’s vibrant economy and specific security challenges, including issues related to business crimes and its strategic location along key transit routes. She noted that these factors necessitate robust security measures to address problems such as road safety, smuggling, and the protection of critical infrastructure.

Despite these challenges, she commended Abia State for its resilience and reiterated the Federal Government’s commitment to strengthening its security framework. The Minister also highlighted that President Bola Ahmed Tinubu has identified security as a central priority of his administration. The “Renewed Hope Police Agenda” is designed to ensure that the police force is equipped and positioned to effectively meet its responsibilities.

Hajia Sulaiman-Ibrahim outlined six foundational pillars for the reform: Technical and Operational Excellence, Infrastructure Improvement, Welfare Enhancement, Policy Framework Development, Rebranding, and Public Trust Management. These pillars are intended to guide the strategic overhaul and strengthening of the Nigeria Police Force.

Abia State Governor Dr. Alex Otti praised the new security approach, emphasizing the importance of engaging community leaders and other stakeholders in security strategies. He argued that collaboration with these groups is essential for sharing knowledge, reviewing existing plans, and developing effective strategies to address emerging crimes.

Governor Otti reiterated his administration’s dedication to ensuring the safety and security of life and property in Abia State, reflecting a commitment to both local and national security improvements.
